Altoona reigned as one of the most important railway facilities in the United States and was home to the Pennsylvania Railroad's construction plant, test department and maintenance & repair shop. In the 1920's the Altoona site employed 15,000 workers; by 1945 it was the largest rail shop complex in the world.
